Russia Victory Day 2022: 9 May

Russian President Vladimir Putin commemorated the Soviet Union’s World War II victory over Nazi Germany with a magnificent military display and a speech from Moscow’s Red Square. In a speech that blamed the West for the crisis but featured no new escalations, Russian President Vladimir Putin tied his war in Ukraine to that historic fight.

Russia Victory Day: 9 May

Russia Victory Day is a commemoration of the 1945 victory over Nazi Germany. Following the signing of the German Instrument of Surrender late in the evening on May 8, 1945, it was initially inaugurated in the Soviet Union’s 15 republics (after midnight, thus on 9 May Moscow Time). After the signing ceremony in Berlin, the Soviet government announced the victory early on May 9th. Although the holiday was officially established in 1945, it was only in 1965 that it became a non-working day, and then only in a few Soviet countries.

KEY POINTS

  • From 1950 to 1966, 8 May was honoured as Liberation Day in East Germany, and the 40th anniversary was commemorated in 1985. On May 8, 1967, a Soviet-style “Victory Day” was observed.
  • The German state of Mecklenburg-Vorpommern has been commemorating the Day of Liberation from National Socialism and the End of the Second World War since 2002.
  • Since its inception in 1991, the Russian Federation has officially recognised 9 May as a non-working holiday, even if it falls on a weekend (in which case any following Monday will be a non-working holiday).
  • While the country was a part of the Soviet Union, the holiday was also observed there.
  • The 8th of May is observed as a national commemoration or victory day in most other European countries.

BACKGROUND

  • The German Surrender Instrument was inked twice. In the existence of French Major-General François Sevez as the official witness, Alfred Jodl (chief of staff of the German OKW) for Germany, Walter Bedell Smith for the Supreme Commander of the Allied Expeditionary Force, and Ivan Susloparov for the Soviet High Command signed an initial document in Reims on 7 May 1945.
  • The USSR requested that a second, revised instrument of surrender be signed in Berlin since the Soviet High Command had not approved to the surrender text and because Susloparov, a very low-ranking officer, was not allowed to sign it.
  • Dwight D. Eisenhower concurred with Joseph Stalin’s declaration that the Soviet Union considered the Reims surrender a preliminary document.
  • Another argument was that some German troops interpreted the Reims instrument of capitulation as a surrender exclusively to the Western Allies, and that fighting continued in the East, particularly in Prague.

Victory Day Celebrations:

  • Throughout the Soviet Union’s existence, 9 May was observed in the USSR and the Eastern Bloc countries.
  • Despite the fact that the holiday was implemented in various Soviet republics between 1946 and 1950, it was only declared a non-working day in the Ukrainian SSR in 1963 and the Russian SFSR in 1965. If 9 May happened on a Saturday or Sunday in the Russian SFSR, a weekday off (typically Monday) was awarded.
  • Victory Day celebrations continued in the following years. The war became a major issue in cinema, literature, school history classes, the news media, and the arts.
  • The celebration routine evolved over time, incorporating a number of comparable components such as ceremonial assemblies, speeches, lectures, banquets, and fireworks.

New Electoral Map released for Jammu and Kashmir

A three-member Delimitation Commission redrawing the electoral map of Jammu and Kashmir allotted 47 Assembly seats for Kashmir division and 43 for Jammu in its final decision submitted barely a day before its two-year term was to end. After the panel, led by retired Supreme Court judge Ranjana Prakash Desai, approved the final verdict, giving Jammu six additional seats and Kashmir one more, a gazette notification was released. Jammu had 37 Assembly constituencies and Kashmir had 46 before the restructure, which increased the overall number of Assembly seats in the Union Territory to 90.

Key Points:

  • The Commission, which includes ex-officio members Chief Election Commissioner Sushil Chandra and Jammu and Kashmir Election Commissioner K K Sharma, has recommended that the Union Territory’s Legislative Assembly include at least two members from the Kashmiri migrant community, one of whom be a woman.
  • The Commission stated in a statement that nominated members of the Puducherry Assembly who have the right to vote should be treated equally.
  • The Commission, which was established in March 2020 and was tasked with delineating Assembly and parliamentary constituencies in the Union Territory based on the 2011 Census, has also recommended to the government that displaced persons from Pakistan-occupied Jammu and Kashmir be given some representation in the assembly through nomination.
  • Furthermore, following consultations with members of political parties, residents, and civil society organisations, nine seats for Scheduled Tribes have been suggested for the first time — six in Jammu and three in the Valley.
  • The Anantnag parliamentary seat in Kashmir has been reconfigured to include the Rajouri and Poonch districts.
  • The Anantnag parliamentary constituency in Kashmir has been reconfigured to include the Rajouri and Poonch Assembly seats in Jammu.
  • The Union Territory has five Parliamentary constituencies, each with 18 Assembly seats.
  • Some Assembly seats have had their names altered in response to local lawmakers’ requests and popular reaction surrounding the renaming.

Tangmarg has been renamed Gulmarg, Zoonimar has been renamed Zaidibal, Sonwar has been renamed Lal Chowk, Padder has been renamed Padder-Nagseni, Kathua North has been renamed Jasrota, Kathua South has been renamed Kathua, Khour has been renamed Chhamb, Mahore has been renamed Gulab. The Commission heard from Kashmiri migrants and displaced persons from Pakistan-occupied Jammu and Kashmir at the public hearing.

Indian Navy plans to purchase the GISAT-2 satellite to increase its capacity

The Indian Navy plans to purchase a specialised earth imaging satellite Geo Imaging Satellite-2 (GISAT-2), this fiscal year as part of its modernisation and network-centric combat and communications programme. The satellite, if operational, is likely to improve the navy’s operating capabilities in the Indian Ocean region, which is strategically and geopolitically crucial, especially given China’s growing influence.

KEY POINTS:

  • According to information from the Ministry of Defence, the GISAT-2 is one of 21 planned procurements, including several long-term buys. In addition, the navy’s capabilities development/modernization is being carried out in line with the long-term objectives in place for the next decade.
  • Under the budget projections for 2022-23, the navy would receive Rs 45,250 crore for modernisation. With a 10% annual growth rate, it is expected to receive more Rs 2.7 lakh crore for upgrading by 2026-27. According to the Ministry of Defense, the navy’s total committed liabilities are Rs 1.20 lakh crores, and modernization schemes worth more than Rs 1.9 lakh crores and Rs 2.5 lakh crores (under Part A and B of the annual acquisition plan) are being advanced for contract conclusion over the next five years.
  • Aside from GISAT-2, the navy plans to buy: Next-generation missile vessels, fleet support ships (FSS), high and medium altitude long endurance remotely piloted aircraft systems, multi-role carrier borne fighters, indigenous aircraft carrier-2; next-generation fast attack craft; next-generation corvettes, destroyers, fast interceptor craft, and survey vessel; national hospital ship; electronic warfare system; extra-large unmanned underwater vehicle; anti-ship missiles (cons).
  • While the Ministry of Defense has designated GISAT-2 for acquisition this fiscal year, the satellite’s development and launch dates have yet to be determined. When it comes to satellite acquisition, the Navy has led the way among the armed forces.

Satellites in the GISAT family:

The GISAT-2 will be designed to deliver near-real-time photos of vast regions of interest at regular intervals, assisting the navy not just in surveillance but also in operations planning. The satellite, which will operate from a geostationary orbit (GEO), will also allow for near-real-time observations in cloud-free situations.

GISAT-2, a 2+tonne class satellite, will be built on the modified I-2k satellite bus, just like GISAT-1. In August of last year, Isro failed to launch GISAT-1 into orbit when the GSLV-Mk2 carrying it suffered faults in the cryogenic upper stage, causing the mission to fail. The mission in August 2021 was the space agency’s third attempt to launch the satellite; the first two failed for various reasons.
